POSITION DESCRIPTION: Perform Independent Assurance (IA) evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings. Inspect construction projects to determine conformance by Department, Consultant and Contractor personnel with specifications, directives, sampling and testing methods, sampling guide requirements and all other applicable requirements.

Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate.

Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Method (FSTM), American Association of State Highway and Transportation Officials (AASHTO), or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database.

Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.

Provide materials related technical support to customers as requested. Provide support in time to meet the customer's needs. Provide guidance and training to customers.

Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department's mission. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.

Assist the State Radiation Safety Officer (RSO) ensuring compliance with the policies and procedure of the Department of Health, Bureau of Radiation Control, Nuclear Regulatory Commission and Florida Department of Transportation. Assist the RSO in maintaining the nuclear gauge storage location, gauge inventory, leak testing, calibration and repairs in accordance with Department policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of earthwork construction operations. Knowledge of engineering design, construction, production and/or operations. Skill in operating a personal computer for word processing, spreadsheet, and database applications. Ability to analyze and interpret engineering data. Ability to solve problems relating to engineering. Ability to perform engineering inspections. Ability to apply engineering quantitative techniques. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to move around construction sites and lift up to 50 pounds without assistance.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Must possess or obtain and maintain Construction Training Qualification Program (CTQP) Earthwork Construction (ECI) Level I, ECI level II, and Nuclear Radiation Safety certificate.     

OTHER JOB RELATED REQUIREMENTS: Travel is required as needed. NOTE: The incumbent of this position is required to handle hazardous materials possessing the characteristics of ignitability, corrosivity, and toxicity as defined in the Code of Federal Regulations 40, Part 261. The incumbent must be trained in the handling of the aforementioned hazardous materials prior to commencing work or he/she must work only under the direct control of a supervisor who is trained in the handling of such materials.

MINIMUM QUALIFICATIONS: High school diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment and/or instruments; prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and prior experience with evaluating construction materials.
