The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children age 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. There is no charge or co-payment for services provided through the Agency.

DIRECT DEPOSIT PROGRAM - As a condition of employment, a person appointed to a position in State government is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

BACKGROUND SCREENING REQUIREMENT:

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
No applicant for a designated position will be employed or permitted to volunteer until the Level 2 screening results are received, reviewed, and approved by the Agency.
Level 2 background screening shall include, but not be limited to, fingerprinting for Statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and Federal criminal records checks through the Federal Bureau of Investigation, and may include local criminal records checks through local law enforcement agencies.

THIS POSITION REQUIRES A BACKGROUND INVESTIGATION INCLUDING FINGERPRINTING, PURSUANT TO S. 110.1127(1), FLORIDA STATUTES.

*DUTIES:

Employees of the Agency for Persons with Disabilities are required to demonstrate total commitment to outstanding customer service. This includes, but is not limited to, always acting in a responsive, professional, courteous manner with the employees, customers and public we serve at all times.

This is a highly responsible position within the APD State Office to assist State and Regional Office staff to adhere to all applicable laws, rules, policies and procedures through the development and ongoing implementation of a robust quality assurance process.

The incumbent in this position will work closely with State Office Process Owners in conducting quality assurance functions over the critical agency processes, including but not limited to the following:

  • Waiver enrollment of providers
  • Cost Plans/Significant Additional Needs (SANs) processing
  • Client enrollment and waitlist management activities
  • Provider enrollment and termination
  • Quality assurance and follow-up (PDRs/PORs/Alerts)
  • Residential licensing and monitoring
  • Training
  • Compliance with Background Screening Requirements
  • Abuse, Neglect, and Exploitation Investigations
  • Incident Report tracking, follow-up, and trend analysis
  • Billing Discrepancy tracking activities
  • Provider Discovery Reviews/PORs
  • IFS Funding for Waiver funded individuals
  • Emergency Management/FDENS Drills & COOP Plans
  • Assisting in the writing the APD iBudget Waiver Annual Report

Additional duties include:

  • Providing regions and state office staff with technical assistance, feedback, and policy support on the iBudget Waiver, APD operating procedures, Florida Administrative Code, and CMS' Code of Federal Regulations (CFR).
  • Research best practices performed in other states for potential applicability to APD.
  • Provide/present quarterly/annual QA reports to EMT.
  • Provide support and resources to assist the Agency in developing and deploying provider and region score cards.
  • Facilitates development of plans of improvement for Region and State Office as needed to enhance consistency of standards to be performed and met
  • Look at best practices and identify efficiencies among providers and regions to share with others and coordinate their recognition of job well done.
  • Conduct trend analysis and assess potential health & safety/risk management issues that include:
    • Incident Report Tracking
    • Notices of Noncompliance & Administrative Complaints issued
    • Abuse, Neglect, and Exploitation reports and findings
    • Assist in the writing of the APD Annual Report
  • Assist State Office in development of Policies and Rules based on quality assurance concerns/trends observed.
  • Complete written reports to summarize the findings of regions' compliance to APD policies and procedures, 393 F.S., F.A.C. and the CMS Rules, including the identification of deficiencies to be remediated.
