The team/department
The FCA has a significant annual portfolio of technology and business change to deliver, in support of our organisational objectives to make markets work well, including protection of consumers.
The FCA Change Directorate provides expertise in regulation and business and technology change, with a current focus on project delivering the FCA's strategic goal to become a more data led regulator.
As Programme Manager your role will sit within the Data & Intelligence (D&I) portfolio team who drive the delivery of the FCA's data strategy. Our aim is to harness the power of data and advanced analytics to transform financial regulation and help us deliver on our goal of becoming a data led regulator.
You will support the Portfolio Lead on the safe and successful delivery of large and complex data and intelligence driven projects and programmes in accordance with the FCA's standards. The D&I portfolio sits within the wider Change Directorate which supports all strategic delivery programmes across the FCA.
What you will be doing (the role)
Develop and deliver strategic data and technology-led solutions to business problems that address inefficiencies, support more effective decision-making, and enable the FCA to become a data-led regulator
Delivery of complex projects and programmes covering operating model, technology, and people change from inception to agreed business outcomes, following FCA quality standards and agreed baselines of time, budget, and scope
Developing transition states, plans, outcomes, deliverables, and controls to successfully deliver the business benefits, identifying and sourcing resources to achieve time and cost expectations
Stakeholder Management at a senior level (C-suite) on programmes with both an internal and external profiles
Resolving dependencies, issues, and risks intra and inter-programme
Ensure delivery adheres to the FCA delivery methodologies and progresses to meet internal and external/public commitments
Developing effective working relationships across internal and external landscapes to collaboratively ensure a coordinated approach
Leading teams of data, delivery and domain experts to deliver effectively and support each other
Active participant in the project management community of practice and readiness to share experience and coach junior team members

The skills and experience you will have
Minimum

Evidence of understanding data management and technology concepts such as Data Governance, Data Privacy and Data Platforms
Experience managing successful large and highly complex business and technology change projects in Financial Services or for a government or regulatory body, managing employees and suppliers, from project inception through to project closure
Evidence of building working relationships with C-level sponsors, key business stakeholders and business subject matter experts (SMEs)
Essential
Understanding of how to drive the adoption of new digital/data products and services through user centred design and effective change management
Awareness and interest in Data, Digital and Technology
Delivering projects which utilise cloud computing technologies eg Amazon Web Services (AWS) or Google Cloud Platform (GCP), information systems and reporting technologies like Tableau
Working as part of a data enterprise or large data-intensive programme/project
Shaping business ideas and initiatives into project outcomes, detailed project plans and business benefits with measurable metrics
Controlling project delivery, with a project management qualification
Effective facilitator and problem solver
Analytical capabilities to think creatively and draw from a variety of qualitative and quantitative sources and techniques to evaluate options/proposals, considering lessons learnt as well as benefits and risks
Ability to create high quality steering committee materials
Ability to translate technical concepts and findings into easily understandable language for technical colleagues
